Stop and I.D.

Witnessed the CPD tonight pulling up in front of a guy who was minding his own business and checked his I.D.. More like demanded his I.D.. After that they both went on their own way. Typical of the Concord Police.

We were victim of Racial Profiling when living walking out of the restaurant la Pinata (located in Concord On 2301 Willow Pass Rd)to our car when officer Cruz batch # 393 was going in to the restaurant and she pass us and we pass her she walk approximately 20 ft she stop by the door of the restaurant ad look at us for about 3 seconds and approached us, she in a threatening way question us about our condition, if we had anything to drink??, and we said to her that we only drank water and soft drinks, but officer Cruz said you did not look at my face when you walked by me, Benjamin ask her -with all respect officer why do I have to look at you face, she reply I just wanted to make sure you ok to drive! it is false accusation because we did not drink any alcohol, attach is a copy of the restaurant tab, our only crime was to have dinner and walk to our car, this is an act of Racial profiling since she had no reason to come and question us about anything !! she also ask us where we going at that moment and clearly we saw and notice that her intention was to find any excuse to ask us for a drivers license because we are Latinos, but after she notice that we were fluent in English she change her mind and tone a little bit and just state that she was just making sure we were safe to get home.and it is unconstitutional and inexcusable, we encourage the chief of police David Livingston to discipline this type of conduct of Officer Cruz with at least a call of attention since we feel deeply offended and discriminated.. Officer Cruz Batch 393.

I urge you to file a complaint againt the CPD asap. You can contact Brian Weisendanger who is a captain within the department. Or you can also contact officer Cruz's Lt. which is Robin Heinemann who is very professional.

You stated that you weren't drinking so no laws were broken. You didn't even have to respond to this officer for that matter!

As long as you're not breaking any laws, you have no obligation to answer any questions by these officers. This is very typical of the CPD in my opinion. Let us know what the outcome is on this issue. Best of luck!

Saw your Concord police blogs. It's worse than what has been blogged .so far. The Concord police lie and make false reports when replying to complaints of police brutality or impropriety. The Concord police dept
acts with impunity with unbridled fear or remorse under their their belief of invulnerability based on their disgraceful concept that "it's not what really happened, it's what we say happened". As was the case in the incident that occurred about 24 months ago when a 74 year old Concord senior citizen was assaulted by an angry Hispanic truck driver who attempted to slash his face and throat with a razor knife. The 74 year old made a 911 call for help. Three Concord police officers responded and stopped the truck driver. When the 74 year old arrived at the stopped scene and tried to identify the assailant, one of the officers came out of the dark from behind the stopped truck and ran into the 74 year old victim. The startled, embarrassed officer, instead of apologizing for bumping into the 74 year old victim, began a verbal tirade describing that she was wearing a police uniform and was a police officer while punching the 74 year old victim repeatedly in the chest and pushing him back against his vehicle. The stunned
74 year old said, "what are you doing, I'm the victim here, I'm the one that called you for help.
No response from the officer while continuing to hold the 74 year old victim against the vehicle and putting on handcuffs that tore a piece of flesh from the scar portion of the victims right wrist. While being held against his vehicle with his hands behind his back, a second Concord policeman came at the 74 year old victim with a running kick to the victims groin, punched him in the face, grabbed his neck in a choke hold and twisted the victims left disabled arm up and behind his back in an extremely painful manner where the victim could feel his arm breaking. While the Concord policeman was inflicting this brutality on an innocent 74 year old victim, the officer was screaming in the victims face, "Are you crazy, are you insane, do you have mental problems"? The 74 year old victim was stunned. Is this the way Concord police treat a person who they think might have mental problems? The 74 year old victim began to fear for his life, these officers were out of control. While being punched, kicked, choked and arm being almost broken, the 74 year old victim screamed in pain, "You are hurting me, you are really hurting me. Why are you doing this to me, I'm the victim here, I'm the one who called you for help, that's the guy who tried to cut my throat. The officer said we found the knife on him, but it's ok because he uses it to cut boxes.
After a private meeting of the officers with some superior, they cited the 74 year old victim with "obstructing and resisting an officer" and released him. The 74 year old victim made a complaint to the City Council and the Police Dept they ignored the complaint. The police reports by the officers were blatant falsehoods and left out the police abuses. The Concord police Dept has no credibility and makes the public fear them. This is not right and the Concord City Council is derelict in its duty. I think they fear the Concord police dept as well. m.him.

First, people need to see all of the corruption in Concord. I own in an HOA with a large hispanic population. A few of them are problematic, blocking your vehicle in and late night outdoor drinking parties with no advance courtesy to the neighbors. I have addressed this to the HOA, and the head person is afraid of her property being vandalized if rules are enforced. I asked my neighbor with the "sanford and son" scrap truck to move his vehicle, as it was blocking me from leaving. He refused and began to try to taunt me into a fight(repeatedly insulting me racially and swearing). I called the police, who came out immediately. I told the officer I have security cameras and I can provide footage of the incident shortly. I would not permit him to enter my house to view it. I have dropped off the disc to the pd the next day and have yet to receive a report or number. I am suspicious that CPD are giving possible non-citizens more rights than citizens. If I had acted in this manner, I would have been arrested. I am tempted to send the footage to a news show and document the ambivalence of good ol' cpd.

I would definitely get a Capt. or Lt. involved and show them the footage. Don't let the CPD run all over you.

The CPD needs to get rid of the trash within their department!

Why am I not surprised! I hope this elderly guy surprises the Concord Police with a lawsuit. Some of these officers in the CPD are just bad news.

It's too bad we waste our tax dollars on officers like this.
